SBCC Strategy & Campaign Design

A good SBCC strategy explains why people aren't doing what you need them to do, and what will change that. Praxis SBCC builds evidence-based strategies and campaigns for NGOs, donors, governments and businesses, from Nairobi to the world.

Why your SBCC strategy should start with behavior

Most campaigns are planned backwards. They start with a message and a channel, then hope behavior follows. A strong SBCC strategy flips that order.

It starts with one question: who needs to do what, and what is stopping them? Only once that is clear do we decide what to say, who should say it, and where.

This matters because the barrier is rarely a lack of information. People may already know the facts. What holds them back is cost, distance, habit, fear, family opinion or a confusing process. A message cannot fix a broken step in the journey.

That is why our work looks at the whole experience, not just the communication.

What we look at

Instead of guessing, we look at your current programs, communications, or customer journeys to find out where people are dropping off, getting confused, or resisting change. In practice that means reviewing:

  • Your data. Program records, uptake figures, call-center logs, digital analytics and past evaluations.
  • Your materials. Messages, scripts, forms, flyers, apps and prompts your audience actually sees.
  • The journey. Every step a person takes from first hearing about a service to using it again.
  • The people. Interviews, observation and group discussions with the audiences you serve and the people who influence them.

We map the findings across the socio-ecological model: the individual, the household, the community, services and the wider policy and social context.

What your SBCC strategy includes

Every engagement is tailored, but a complete SBCC strategy from Praxis SBCC usually contains:

  • Behavioral problem statement

A sharp definition of the priority behaviors and audiences, so everyone is solving the same problem.

  • Barrier and driver analysis

What helps and what blocks each behavior, ranked by how much it matters and how changeable it is.

  • Audience profiles

Clear segments and personas built from evidence, not assumptions.

  • Message and channel plan

Key promises, support points, trusted messengers and the right moments to reach people.

  • Activity roadmap

Communication and non-communication actions, sequenced and costed at a high level.

  • Measurement framework

Behavior-based indicators that link the SBCC strategy to monitoring and evaluation.

How we build an SBCC strategy

  1. 01

    Frame the problem

We agree the behavior goals, audiences and decisions the SBCC strategy needs to support.

  2. 02

    Gather insight

We review existing evidence and fill gaps with focused formative research.

  3. 03

    Find the drop-off points

We map the journey and pinpoint where people stall, get confused or push back.

  4. 04

    Design the campaign

We turn insight into a creative brief, message framework and channel mix, and pretest early concepts with the audience.

  5. 05

    Plan for proof

We set indicators and a learning plan so you can see what is changing, and why.

This follows our four-step SBCC methodology: Discover, Design, Deploy, Measure.

Signs it's time for a new plan

You don't always need a new strategy. But some warning signs are hard to ignore:

  • Awareness is high, action is low. Surveys show people know the message, yet uptake hasn't moved.
  • Results vary wildly between sites. One district or branch performs well while others stall, and nobody is sure why.
  • The audience has changed. New groups, new channels or new competitors mean old assumptions no longer hold.
  • Partners pull in different directions. Each implementer uses its own messages, and the audience hears mixed signals.
  • Your evaluation can't answer the board's questions. You have activity numbers but no clear story of change.

If two or more of these sound familiar, a short diagnostic review is usually the right first step. We can look at what you already have, tell you honestly whether a full rebuild is needed, and point to the quick fixes that would make the biggest difference.

Sometimes the answer is a sharper brief for your creative team. Sometimes it's a change to the service itself, such as opening hours, a simpler form or a better referral. Either way, you'll know where your money will work hardest.

Built on recognized standards

Our process draws on widely used practice from the field, including the strategic design guidance shared by Breakthrough ACTION and RESEARCH. We combine that with the field sense that comes from working close to communities across Africa.

The result is a plan that donors and boards recognize, and that your teams and partners can actually use.

The client value

You stop wasting money on campaigns or products that look good on paper but fail in the real world.

With a clear SBCC strategy you know which behaviors matter most, which audiences to prioritize, and which activities are worth funding. Your creative partners get a sharper brief. Your M&E team gets indicators that match the goals. And your audience gets a program that fits their lives.

FAQ

Frequently asked questions

What is an SBCC strategy?

An SBCC strategy is a plan that sets out which behaviors need to change, among which audiences, what is stopping them, and which communication and non-communication activities will address those barriers. It also defines how you will measure progress.

How long does it take to develop an SBCC strategy?

It depends on scope and how much evidence already exists. A focused strategy built on existing data can take a few weeks. A national or multi-country SBCC strategy with new formative research takes longer. We agree a realistic timeline with you at the start.

Can you review an existing campaign instead of starting from scratch?

Yes. Many clients come to us with a campaign that is live but underperforming. We review the journey, find where people drop off, and adjust the plan rather than rebuild everything.

Do you also produce the creative materials?

We design the message briefs, concepts and channel plan, and we can work alongside your creative agency or local producers to make sure the final materials stay true to the behavioral insight.

Is this only for health programs?

No. We apply the same SBCC strategy process to agriculture, WASH, financial inclusion, gender, climate and business products. The behaviors differ; the discipline is the same.
